RULES OF ORDER for the government of the MOST PUISSANT GRAND COUNCIL OF ROYAL and SELECT MASTERS when in Grand Council assembled.
PREAMBLE This Grand Council shall be governed at its Grand Assembly by the Ancient Usages, Customs and Regulations of the Fraternity. The Grand Master shall determine all questions of Order and Discipline before the Grand Assembly of this Grand Council.
1. The Grand Master shall open the Grand Council in AMPLE FORM at the hour and place appointed. 2. The Committee on Credentials shall present a report stating that a quorum is present. 3. The Grand Recorder will read the minutes of all previous Grand Assemblies not previously read and approved. This reading may be omitted by unanimous consent, provided that the same have been included in the printed Proceedings. 4. The Grand Master shall deliver his Annual Address to the Grand Council. The same shall be referred to the Committee on the Grand Master's Address, who shall report directly on its several parts, or refer them by item to the appropriate Committee. 5. The Grand Treasurer, the Grand Recorder, and the Grand Trustees shall make their reports, which shall then be referred to the Committee on Finance. 6. Other Committee Reports. Such reports as have no material substance contained within them, or that do not require specific action by the Grand Council, may be accepted without reading or approval. Old Business. This is the action(s) that were laid over, or just not completed at the Annual Assembly last past, or at any subsequent Special Assemblies, held in the interim. New Business: Any action not previously introduced before the Grand Council, and which requires the action of the Grand Council. The Annual Election of Grand Officers shall be held promptly at the stated hour. The Grand Master, immediately after his installation, shall appoint the following Standing Committees whose whose terms of office shall extend until the next Annual Assembly: Grand Master's Address Finance Warrants and Dispensations Credentials the duty of which shall be to register the names of all members of this Grand Council and any visiting Companion who shall attend the Assemblies of this Grand Council; the Committee shall render a report of a quorum as soon as such shall be determined; the Committee shall further render a report of all subordinate Council Officers, all Past Thrice Illustrious Master, the present and Past Grand Officers, and visitors, by rank and Council; this report shall be submitted to the Grand Master. Constitution to which all amendments, alterations, changes and additions to the Constitutions, General Regulations, and Rules of Order shall be submitted prior to being presented to the Grand Assembly; to which all By-Laws and amendments thereto of subordinate Councils shall be submitted; to which all dispensations and decisions made by the Grand Master, during his term in office, shall be referred at such convenient time as may enable the Committee on Constitution to report upon these matters to the Grand Assembly, at which time the term of this Committee shall expire. AMENDMENTS, ALTERATIONS, or ADDITIONS Amendments, alterations, or additions to these RULES of ORDER of this GRAND COUNCIL may be made at any Grand Assembly of this Grand Council by an affirmative vote of two-thirds (2/3) of the members of this Grand Council, present and voting.
